OSHA Regional Directive Updates & Emphasis Programs [2023 Updates]

Local Emphasis Programs (LEPs) are enforcement strategies designed and implemented at the regional office and/or area office levels. These programs are intended to address hazards or industries that pose a particular risk to workers in the office's jurisdiction. The emphasis programs may be implemented by a single area office, or at the regional level (Regional Emphasis Programs (REP)) and applied to all of the area offices within the region. These LEPs will be accompanied by outreach intended to make employers in the area aware of the program as well as the hazards that the programs are designed to reduce or eliminate. This outreach may be in the form of informational mailings, training at local tradeshows, or speeches at meetings of industry groups or labor organizations.

Regional Emphasis Program for Warehousing Operation 

Effective [08/03/2022]

 

Purpose: This instruction establishes policies and strategies to be followed when scheduling and conducting programmed regional emphasis inspections of warehousing, storage, and distribution yard operations in targeted North American Industry Classification System codes (NAICS). This instruction also applies where powered industrial trucks are used in other warehousing, storage, and distribution yard operations not in a targeted NAICS code.


Scope: This instruction applies to areas of federal jurisdiction in Region III and is limited to warehousing and inside or outside storage and distribution yards in Pennsylvania, Delaware, Maryland, Virginia, West Virginia, and the District of Columbia, including those located at federal agencies, and federal installations in Region III’s jurisdiction. This REP will apply to warehousing, storage, and distribution yard operations with emphasis

on NAICS codes.

Local Emphasis Program for Food Manufacturing Industry 

Effective [10/03/2022] 


Purpose: This Notice establishes a Local Emphasis Program (LEP) for the purpose of scheduling and conducting inspections within the Food Manufacturing industry.


Scope: Area Directors shall use the procedures described in Paragraph VIII of this Notice as the basis for developing and implementing inspection activity in those facilities that produce and manufacture food products.

Regional Emphasis Program on Silica in Cut Stone and Slab Handling


Effective [02/08/2022]


Purpose: The purpose of this Notice is to establish a Regional Emphasis Program (REP) to reduce incidents of workplace illness related to silica. It targets a specific industry expected to have high exposures to Respirable Crystalline Silica (RCS) and focuses on enforcement of the new RCS Standard, 29 CFR § 1910.1053. The REP also addresses struck-by and crushing hazards during the handling of granite, marble, limestone, slate, and other stone slabs.


Scope: This Notice applies to Cut Stone and Stone Products operations, NAICS code 327991, located within the jurisdiction of each Area Office in Region VIII.
